Ethics in Internet engineering and research is becoming a key consideration in building the information society of the 21st century.

 

The design of Internet engineering and research projects are not neutral as some suggest, but reflect human decisions and therefore may create new moral systems in which individual research subjects interact. This interplay of technology and society – as well as the increasingly invasive nature of the Internet as the backbone for social life, the economy, etc. – creates new practices that can impact the lives of individuals in many ways. It is the task of ethics to analyse the impact of technology and guide decision making to reduce harms and maximise benefits.

 

Generally, computer scientists and network engineers tend to apply consequentialist reasoning to research project design – whereby the end justifies the means – to meet research objectives in the most efficient way. However, hardware and software are increasingly ‘black boxes’ for average people, which makes it difficult for an individual, ethical boards, policy makers, or affected communities to scrutinize the design choices and evaluate the new moral systems created. These stakeholders therefore reason based on deontology, where actions and design choices are considered more important than the achieved goals.

 

The Ethics in Networked System Research project (http://ensr.oii.ox.ac.uk/) led by GTC student Ben Zevenbergen will hold a one day workshop at GTC on 13 March where about 25 leading philosophers, ethicists, and Internet engineers from around the world will discuss the intersection of their disciplines.

 

From 5.30pm until about 7pm the workshop participants will engage with students to discuss some scenarios where Internet engineering projects have been met by ethical dilemmas and consider how to solve the issues.

 

Prof. Luciano Floridi (Oxford Internet Institute) will open the event with a reflection on the outcomes of the day and explain how they fit into the wider discourse of the Philosophy of Information.

The Center for Strategic and International Studies (CSIS) Strategic Technologies Program will host its first-ever cyber policy hackathon. The event, Cyber DiploHack 2015, will take place at CSIS headquarters on March 26th and 27^th and a team of DPhil students will be representing Oxford.

Six teams drawn from universities in the United States and Europe will participate in an intensive, scenario-based policy hackathon to develop new approaches to cyber security and cyber capacity building. With facilitation from CSIS and outside experts, teams will apply creative ideation processes commonly used in technology design to solve a cybersecurity policy challenge. Cyber DiploHack will utilize cutting-edge technology to enhance collaboration between international teams, facilitators, and judges.

Created with the support of the Embassy of the Netherlands and the Dutch Ministries of Justice and Foreign Affairs, Cyber DiploHack 2015 will identify ways to bring principles into practice for cooperation and capacity building in cyberspace. Resulting concepts and ideas will serve as input for the Global Conference on Cyberspace (www.gccs2015.com), organized April 16-17 in The Hague.

Call for Presentations and Posters
We are delighted to announce the second Oxbridge Women in Computer Science Conference, to be held on 16th March 2015, in Oxford, UK. The Oxbridge Women in Computer Science Conference is an annual conference that aims to bring together junior and senior female computer scientists at Cambridge and Oxford, encourage collaboration through formal and informal  discussion, and give a perfect opportunity for young researchers to present their  research and get valuable feedback in a very open, friendly and informal environment.  The conference will include talks by key speakers and a career panel with  members from both academia and industry who will share their experiences with the participants. This year’s conference has been made possible through the generous sponsorship of Google.

Current female undergraduate, MPhil/MSc, PhD/DPhil students, RAs and PostDocs are encouraged to submit abstracts for presentations or posters on their topic of research. The deadline for abstract submission is 9 February 2015. Papers/ Posters are solicited for research related related to Computer Science. Presentations will be 10 minutes long while posters can be up to size A1. Each presentation and poster abstract will be reviewed by members of the TPC. Unsuccessful submissions for presentations may be offered a poster slot. There are no proceedings for the conference, and hence presentations/posters can be under submission for other conferences or workshops. All accepted submissions will be assigned mentors, who will provide feedback on the presentation/poster.

We hope that you will join us for this wonderful conference, which will help create connections between female computer scientists in Cambridge and Oxford!

Enhancing the UK’s Cyber Resilience:
Working in Partnership to Reduce Cyber Risk in the Digital Age

The expansion of the internet has brought enormous social and technological advancement and significant economic growth, with the internet-related market estimated to be worth £82bn a year and British businesses earning £1 in every £5 from the internet. However, increased openness and dependence on cyberspace has also brought greater risk from criminals, rogue states and terrorism, with cyber attacks categorised as a ‘Tier One’ threat in the Government’s ‘National Security Strategy’ (October 2010). Latest figures illustrate that 81% of large corporations and 60% of small businesses reported a cyber breach, with each breach estimated to cost £600,000 – £1.15m for large businesses and £65,000-£115,000 for small companies.

The Government has underlined its commitment to protecting businesses and making the UK more resilient to cyber attacks and crime, launching the ‘UK Cyber Strategy’ (November 2011) and investing £860m into the National Cyber Security Programme 2010-2016. Additionally, in 2013 and as part of a drive to strengthen the UK’s ability to detect and defeat cyber crime, the Government set up a ‘National Cyber Crime Unit’. Since March 2014, the national ‘Computer Emergency Response Team’ (CERT-UK) has helped to further improve the coordination of national cyber incidents and share technical information between countries.

Also, with public services increasingly being delivered online as part of the Government’s ‘Digital Strategy’, this timely symposium offers an invaluable opportunity for businesses, local authorities, public bodies, industry regulators, police, security/technology specialists and other key stakeholders to examine how best to strengthen UK cyber security in order to protect and promote the UK in a digital world.
